By the way, here's what Kriel's action looked like a moment before contact. He is clearly trying to extend his hand towards the tackler, but with his own forward momentum and that of the tackler he gets the timing wrong. Perhaps the biggest giveaway of his intent is the fact that his hand is open, which you'll rarely see if someone intends to elbow or forearm someone. Throw out a firm elbow right now at an imaginary target and see what your hand immediately does - it closes into a fist otherwise you have far less firmness in the joint and forearm. That's why the tackler speed and height was one of the mitigating factors. These things happen in a split second on the field, but people watch in super slow mo and think "oh, clearly deliberate".
Watch and question and evaluate folks, don't just parrot the rules.
