This reminded me of the hit on Lambie in 2016 by Stander, though the Puma wasn't as high off the ground. It's a hard one to judge. You jump, you have momentum. I just hope Williams doesn't suffer any long-term affects like Lambie, who eventually retired because of it.

If you change the YT video settings playback speed to as low as it can go, he jumps in the air to charge down the kick. He jumped before Williams kicked, so he was already committed.
He did contest the ball as it bounced off his feet when he was in the air. If he completely missed the ball, it would be easier to say it was reckless play.
Williams was not catching the high ball, so he had not won the contest for the space in the air. He was standing in a stationary position.

I think the videos can be reviewed to see if their is any intent to hit Williams, but if it appears like an accident he will not be punished.

Ah, rugby is a contact sport or stuff thingie.
Rugby prohibits contact on players with no balls in hands.
Exceptions: mistimed tackles.
The guy did not go for a tackle and the way he went could only end with a contact.
As to intent, the guy jumped the way he did as he chose to. Players who play an interception are carefull to jump as vertical as possible. Guy delivered a long jump, not a high jump.
