S he is neglectin g her Hopuse District totally and has turned it into a area where brothels and gangs rule the District. I will tell you something though - one of the people with a Mastert Degree in Public Administration was a person that was unpromotable from the rank of clerk and could never do the work of an Administrative Officer and th same applies to AOC.
