Thanks for raising the issue.

I think that these are very real questions that cast a shadow over the real issue of WHO and the coronavirus,   It touch on questions on why Governments world wide could not and did not react sooner to the threat posed by the virus.    

In fact dealing with the issue - would world g overnments acts when the WHO downplayed the virus threat for months before they declare a pandemic?   If Governments did act more effectively would in democracies the opposition not use such actions as fruitless exercises done in spending taxpayers money on projects that is not declared as a threat by the WHO.   In other words Democracies have  a political limited space in which they could operate - dictatorships are not restricted in what they do, 

There is another question obviously - is there any effective financial management of finds they obtain from countries?   Is money that should be used to enhance the core functions of the body not being used for nefarious other purposes.   There are very real indications that money donated to the body is frequently misspent or even worse.
