I have feeling that he may be talking about the experimental "treatment" given to African Americans around the 30-50s in relation to syphilis. Don't know the exact story but it had someth ing to do with telling them they were beaing treated while actually not treating them, in order to study the effects of the disease.
It was a huge deal when eventually the truth came out.
Another "conspiracy" that turned out to be true.
