There has been a state policy to consider certain people with certain courses of action as national heroes.

Russia has Nazis but Nazis keep being painted as the bad guys.

In Ukraine, they are painted as the good guys.

As claiming that liberals ignore it, that is so unlikely.

Liberalism is highly compatible with Nazism. Nazism is in fact the closest political ideology to liberalism.
