Since the negotiations since 2015 the Crimea was never in any deal involved. First of all your first sentense is BS. In the 1991 Consmtitution it was accepted that Crimea would have their own Parliament goening the area, The issue of all governemnt functions other than Cenral Government tax collection and foreign affairs fell underr the Crimea Parliament.

Aside from the fact the Russian Navy in the same Constittion Russia would lease its bases in the Crimea from the Ukraine Government. When the coup in Kiev took place - the Crimean Parliament decided that there was a constitutional void - since the new Kiev regime discarded the 1991 Conmstitution. The Crimean Parliament deciided to hold a referendum inside the Crimea to decide on the future of the Crimea and the idea of the Crimea remaining part of Uraine was only supported by 2,5% of the voters - while 94,5 decided to vote fhat application be made to the Russian Government to become part of the Russian Federation. In the Crrimea 85% of the voters has Russian as home language and 10% are Muslim Tartars and neither wanted to be part of the Ukraine anymore, So the word "annexed" is not even remotely true as to what happened. Incidntally in the Minsk agrement of 2015 already the Crimea was not regarded as part of Ukraine - so you are flogging a dead horse here.
