While the USA is pushing possibly 130 billion into Ukraine China is busy working with 123 seaport projects at 78 ports in 46 countries worth 30 billion. So through their commercial projects they will support their Navy in a worldwide push for oceanic control.

The US do not pay for the war in Ukraine, other countries (including Russia and China do)

As to China turning into a thallasocracy as it is now required to satisfy the needs of 30 per cent of their population, it is far from being done.
China can barely patrol and police the sea of China so securing trade routes elsewhere is not done yet.
Well China secured that massive gas pipeline from Russia and India is scalping shiploads of oil from them. The main loser is Europe.... well they got a few shacks back.
