No concern for human life (strangely enough, China was the one leading a policy based on concern for human life)
It means people were dying until trade was compromized and people were dying as soon as trade could be restored.
In this context, in a liberal world, people seized the opportunity of getting richer.
Vaccines were provided, none of them guaranteeing human life preservation but ensuring stable conditions to resume trade.
As expected, in this context, providers of solutions to service the crisis ensure they were not to be hold accountable of harmful consequences.
