In this context, strategic means anything related to warfare, military matter. The war has been a strategic windfall for NATO and stuff at little cost. Western strategic means have been moving eastwards (relatively to Russia) while Russian strategic means have not moved westwards in any comparable way.
The war helped an increased motion rate. Nothing to discuss but the statement is somehow irritating for liberals who prefered to shift the observation and its consequences to the matter of ukrainian deaths.

Once the russian regime ousted and Russian liberated, one of the first taks will be to denounce selectively deals, bargains achieved during the period or even before.
China will have to compromize, concede in order to save a few of them.
