The ancient Greeks - realizing that the system can be abused by scoundrels - in fact said democracy is a poor form of Government and in their case the Government was in fact controlled by the educated. In our time the situation was summarized by Stalin when he said - "Elections are important - but what is even more important is the people who count the votes".
The Obama Administration did believe in the same - even though they have defined it further, Insofar as voting is concerned there has been court cases where decisions were handed down that states must clear up their roles. In California there are about 5 million such cases that built up over the years and those are used to the full. The facts is the guiding court case was from California - that is why I refer to that State. The DP State Government used the system to its utmost, Illegal drivers licenses are issued in the name of dead and missing voters - mostly to non-citizens and they then are allowed to vote. There are at least 10 million such cases nationwide and that is used to help the Democrats in elections.
However, what is more bothersome is the Obama Crowd's conduct in the 2016 election. The Administration used senior officials to try and swing the election by totally illegal means. They have had their handpicked assistants in the FBI, the CIA, the Justice Department, the State Department and the Secret Service and use them to produce reports that they would somehow pass on to the media to use in the anti-Trump attacks. Ultimately it led to the appointment of Mueller as Special Council and the end result is that -
* there is a number of institutions now investigating what really happened and how the so-called Russian Hoax was organized; and
* the first report dealt with the actions of the erstwhile Head of the FBI - Comey - and even though I have not read the full report yet there are serious allegations proven in the report.
Comey did something terrible. He had private discussions with Trump after the election and made notes of what was discussed. Whether these notes were a true reflection of what was discussed is another question. He did not file his notes as official FBI documents and kept them at his home. He afterwards gave the notes to his personal legal counsel who passed it on to the New York Times - apparently also instructed by Coney to do so,
Discussions with the President will always be SECRET and the fact that Trump never saw the notes and his discussions are routinely taped - could be a major problem for the future for Comey, The question remains is Comey guilty of a criminal offence? The way the notes on his discussions with the President ended up in the New York Times can be regarded as a beach of a number of laws and since the other investigations are in full swing still - it is likely that he may end up with a number of extremely serious charges. So charging him would be delayed till further reports will be forthcoming.
The question remains - how can the scheme to try and sabotage the election in 2016 be undertaken without the involvement of Obama, Kerry, Biden and the Clintons?
