I know part of what the commentator think is cap - but has my own observation based on what happened amongst the EU member nations. About 30 countries has applied to join BRICS and there is an indication that France may join as well. How will that effect the EU - as well as NATO.
As to NATO the Turks with the second biggest army in NATO has applied to join BRICS. So what will happen to Turkey's NATO membership.
At present the present EU countries are politically moving to the right and that means the insistence of the EU to increase its powers are going to meet more and more resistance The Dutch and German Governments are particularly vulnerable.
The problem is not only Europe - it is the fact that Biden is driving US allies away and that means often joining BRICS. That in itself will cause major problems for the EU and NATO.

NATO is a military union. Many of its members are part of the EU.
The UK is part of NATO, but not part of the EU.
