Without the 1991 Constitution Ukraine has NO claim on the Crimea and the degree of self-Government was gone.   A Civil War erupted in the Donbad refion of Ukraine and the people fearing that the violence and coupled to threats by klelments in  the Ukraine Parliament to expel all Russian speaking  people from Ukraine the vote was as follows:-

*     Application to become part of Russia - 95%

*     T remai9n Part of Ukraine                  -   5%

I know brainwashed idiots nowadays hate Democracy and people disagreeing with you and lie about everything so this type of BS reigns supreme.   Even the Minsk  Agreement of 2015 counter-signed by France and Germany and confirmed by the Security Council of the UN  excluded the Crimea from being  art of Ukraine and the Crimea was effectively recognized as part of Russia.

It is complex because you believe all the BS you have been told.   It is actually very simple.   The 1991 constitution was compiled and a referendum  held to determine  what areas    In the Constitution the borders of the country was determined and extensive provision of human rights in Ukraine.   That is a fact and not mythology,    Provision was made for local self-governance in the Crimea through their own Parliament.   Without the 1991 Constitution there is in fact not a population approved country by the voters.   It is a universally accepted norm that no Governments can change  the constitution of the country originally approved by the voters  changed without the approved  of the voters,

Since the 2014 coup it can be argued that there is no country left since the new Government and Constitution was not approved in a referendum by the electorate.   Be it as it may when a president instruct the Police to arrest all opposition members of Parliament and he then fire the Attorney General (who could find any crime the arrested members committed by the members) then fired her as well without approval by  Parliament - nobody has any human rights left in Ukraine.

So lets be quite clear. - the formation of Ukraine with the specific constitution was  there is really no country by the name of Ukraine in existence without approval by the voters.    The Minsk agreement signed  by Germany,  France, the Ukraine Government and the representatives from the Donbas region not controlled by the Ukraine - which was approved by the Security Council of he UN then the issue of the Ukraine is 100% clear.

The whole issue was bedeviled by the USA who does not want a Constitution because that would limit the power they exercise over the Government of Ukraine through threats to withhold financial aid grants may not be acceptable by the voters of  Ukraine.   It would be an impediment to the USA control over the country and at the same time stop corruption by the Ukraine Government and by senior political representatives in Washington,  so there is no constitution based Government in Ukraine.   .
