I am not sure of the real situation. I read the report on Fox News and even though the summary said there was no political bias involved and the FBI had a reason to start investigation of the Russian interference in the 2016 election - the fact is that Horowitz identified huge discrepancies in the way the process was handled and also that the problems was not on management level, but lower down in the FBI and Justice Department,
I think the real purpose of Horowitz was to cover up the involvement of the Obama Administration in the whole issue, Why did the FBI only investigate the Trump campaign and not the Clinton campaign, especially since the latter paid for the Steele Dossier, which was admittedly used for the FISA abuse an the DNC used the Crowdstrike system as a backup.
This was a case of a one-sided investigation for obvious political reasons and I think that Barr and Durham will put more touches on the issues raised in the report. There will also be harsh words spoken at the Senate Hearing on Wednesday, However, what I would like to have seen is a hearing in the House - there are some House Members who are better to deal with this type of thing than most of the Senators. The DP will obviously try and keep the report of Horowitz from being discussed in the House.
