You need plants to convert and to store LNG. And the destination has to have the required facilities to receive and store it.
Perhaps they're happy to eat the cost for now, since switching to LNG, or even incorporating it, will cost a mint and take enough time so that once they are finally set up, the war is over and they'll be back to piped gas anyway.
LNG is decent option for shitholes like Africa where residents are "just as capable as everyone else" yet are unable to maintain energy infrastructure.
