This is not stupid - it is idiotic.    When Hurricane Helene struck Notrth Carolina  Mayorkas announced that Congress be called to vote for assistance of the poeple - since the Deprtment had spent their whole budget and there is no money left to help he people badly effeted by the Hurricane.   $100 million was needed for he purpose.  

So what was h available funds used for? It turned out the avaiable funds were used to house and assist ilegal migrants who entered the USA illegally,   

But it is not necessary to call or the allocation of $157 million to the  "people f Lebanon" - but then according to the normal Biden sysem 15% of the grant  would be kicked back to the corupt poitcians ad bureaucras involved,
