What came out of the Kremlin?   The Kremlin was built in 1350 to protect Moscow residnts  and has ben updated since then and converted to residences for the Tzar and with the Governor General Office was there.   In ot her words with lots of historic and cultural items stored.   

At present all the places have been converted to museums and the open area inside the walls have been converted to a park.and no id's or anything like that is required to enter the Kremlin.

The Russian Federation's office is in what is called the Moscow White House.   The headquarters of  various Government Departments are in Buildings throughout Moscow,   When I was in Moscow I went to the Kremlin 3 times and the above description is accurate.   So if their is a Spy Chief in the Kremlin he somehow a museum employee or a cleaner.   

There is nothing  like what people belief is the Kremlin - it is a historical building with cultural treasures going  back more than a thousand years,   If you say the spy Chief of Russia then  you may be correct = if otherwise it is BS,        .         .
