No he wasn't ignorant of what was going on. Enough evidence had already come out by then to know what had gone on. In fact the department of external affairs all but begged him not to do it.

But for De Valera it was merely a matter of following proper diplomatic protocol. You see De Valera believed in neutrality in principial. It's the reason why he didn't push for Ireland to declare war on Germany like other neutral countries did when it became obvious that Germany was going to lose the war. For him neutrality wasn't just a tool to be used to protect Ireland from the dangers of being invaded by another country and then when that danger passed it could be discarded. He actually believed in it.

Now the decision was one of the more controversial acts that De Valera did and was criticized at home and aboard. It was a serious diplomatic blunder. But compare that to the insanity Trump has inflicted on the world something you go out of your way to frequently defend their is just no comparison. De Valera was a great man and a great leader. And yet every time he has attempted to negotiate peace between another nuclear power and Ukraine, he was mocked here.
