Peer explains why EU's erosion of UK constitution has been 'carefully hidden for 46 years'

BRITAIN joined the EEC – the precursor to the EU – 46 years ago, and from that very moment, the constitutional implications of its membership have not only been overlooked, but carefully hidden, Lord Salisbury claimed in an exclusive interview with Express.co.uk.

On June 23, 2016, 17.4million of Britons voted to leave the EU. Three years later, it is still not clear when, if and how the country will withdraw from the bloc. Boris Johnson became Prime Minister in July on the promise to deliver Brexit by October 31, no ifs or buts.

However, this week, the former Mayor of London suffered two embarrassing defeats in the House of Commons, as MPs passed a bill to block a no deal exit and then pulled the plug on his attempt to call a general election.

Mr Johnson is now planning to resubmit the motion for a snap election on Monday, but opposition Labour Party Leader Jeremy Corbyn said he would only support it once a no deal Brexit has been ruled out.

Regardless of when the next election is held, it is far from clear who would win it and the EUcouncil summits in mid-October is highly unlikely to result in some sort of new Brexit deal.

According to Brussels diplomats, Mr Johnson will have to ask for the third delay to Brexit – a move sure to disappoint Leave voters.

As uncertainty continues, former Leader of the House of Lords, Lord Salisbury, told Express.co.uk that this is not the first time Britons have been betrayed by the political establishment as the country's membership in the EU was based on a lie.

Britain's uncodified constitution is based on the fundamental principle of parliamentary sovereignty.

However, when the country joined the EU, a constitutional conflict automatically arose, between parliamentary sovereignty and and the bloc, which has a higher legal order.

When asked why this issue was overlooked by Edward Heath, who successfully took Britain into the EEC on January 1, 1973, without warning the public about the loss of sovereignty, Lord Salisbury revealed: "It was not overlooked.

."I think the way it was sold politically by Ted Heath carefully masked the fact."

He added: "If you read the works of Jean Monnet, or [Robert] Schuman, the Fathers of the European Union, you will see that this was always the plan.

"You can understand why it was always the plan in view of the history of continental european over the last 100 years or so.

"But Ted Heath and his friends didn’t say this to the British people.

"I voted No in the 1975 referendum because I took the trouble when I was living in America to read the book of Jean Monnet. It was perfectly plain what the direction was.

Lord Salisbury is not the only one, who in the last 46 years, has put forward such claims.

Mr Heath has often been accused of betraying Britain and of having misled electorate about the repercussions of EEC's membership.

In June 1971, a White Paper was sent to every home in the UK, promising: "There is no question of Britain losing essential sovereignty."

Then, in a television broadcast in January 1973 to mark his signing of the Treaty of Rome, Mr Heath went even further.

He said: “There are some in this country who fear that, in going into Europe, we shall in some way sacrifice independence and sovereignty.

“These fears, I need hardly say, are completely unjustified.” LIAR!!!!!!!!!!!!!

However, Mr Heath’s assertion is largely at odds with what he verifiably already knew about the EEC.

"It was perfectly plain what the direction of travel was."

According to files relating to Mr Heath’s application to join the Community, released by the Public Record Office at Kew in 2001, the former Prime Minister was fully aware of the bloc's objectives – long before he took Britain into the EEC in 1973.

In June 1970, the Council of Ministers of the Community approved the plan of then Prime Minister of Luxembourg Pierre Werner, issued in his “Interim Report on the Establishment by Stages of Economic and Monetary Union”.

Less than two weeks after the report was published, on November 9, 1970, the Foreign Office produced an assessment on the so-called Werner plan.

In complete contrast with Mr Heath’s claims, civil servants suggested that if the plan was fully implemented, member states would have ended up with less autonomy than US states as the EEC's aim was to become a political union.

The assessment said: “At the ultimate stage, economic sovereignty would to all intents and purposes disappear at the national level and the Community would itself be the master of overall economic policy.

“The degree of freedom which would then be vested in national governments might indeed be somewhat less than the autonomy enjoyed by the constituent states of the USA.

The govt literature is vague to say the least and deliberately so. The closest line to the truth was a mention about closer union. The fact is Heath knew joining the EEC meant joining a plan to federalise Europe but kept it from the public and parliament. The basis of joining the EEC was on deception and lies.

It was worse than Lord Salisbury describes - Heath, his ministers and senior civil servants actively discussed how to deflect parliamentary questions about Britain's sovereignty and the EEC and deceive the public, without actually breaking the law. In order to keep these issues from the British public, they also decided to have all of their memos and minute of meetings on these topics classified as UK SECRET "at least until the end of the century". Folder FCO 30/1048 was only declassified in 2001, under the 30 year rule.

Every Treaty enacted by the member states of the EU has given more power to Brussels. A slow 'creep' to arrive at the original destination. Do Remainers even realise this? (Bet not oaks!!!)

Well said Lord Sainsbury. Had I been a few months older I, too, would have voted NOT to remain in the bloc because of three words I instinctively distrusted - "ever closer union." Three words the implications of which were never fully explained. 43 years on, I was given the opportunity to play my part in correcting an unforgivable lie made to the British public - and voted to LEAVE the EU. Get on with it.

I knew little of our constitution, It is not taught in schools and we did not even celebrated the Bill of Rights Act 1689 400 year birthday. We need to celebrate it now and get back our soverignty, our democracy, our courts and our industry. We have been dictated to for too long.

Not only was membership forced upon us, they lied about us losing our sovereignty in the process. The least Parliament should now do is to implement the decision to leave without obstruction or demur.
