At the end of June 2021 the Supreme Court ruled that the order by the Department of Health banning the eviction of people from rental homes who could not pay their rentals due to the Covid Pandemic was unconstitutional and that the power to authorizing such a ban should be dealt through by legislation passed by Congress, The Court knew the ban was ening at the end of July and gave Congress a month to pass the legislation to authorize the ban. In that month the Democrats did nothing about it and the question is why?
In the original legislation an amount of $4 billion was set aside for rental assistance to owners letting out homes in those cases where the people could not pay their rentals. The $4 billion was transferred to local authorities to make sure the money is paid out. The cities where the Democrats are in charge did not pay the money out to the owners to compensate for rental loss, they either -
* used it to cover debts and losses of the Municipalities concerned; and/or
* looted the money.
If another Bill authorizing the extension of the abn was going through Congress the issue of the $4 billion would have come out and a scandal would have been exposed. So the Democrats were in trouble and no legislation wa proposed by either the house or the Senate,
Biden knowing that there is no legal grounds for him ignoring the June ruling of the Supreme Court - decided to ignore the using of the legislature to ignore the advice of the Supreme Court then issued a proclamation extending the ban. This time the supreme Court stopped the action in its tracks and Biden got it in the enck.
