They will concede something when Russia concede something. Russia's offer to stop bombing energy infrastructures is likely to be a mock move as it would have do it any way. Intensification of bombing of energy infrastructures usually happened during winter times when Russia wanted to test the resolve of the Ukrainian people and their resilience when facing cold weather.
