In the first instance he came to the conclusion that the FBI decision to investigate the involvement of Russia in the election on 2016 was justified, There has been a number of reports done on the issue and it was by all investigations determined there was Russian interference,
However, this is where the problem arose in the past - why was the investigation concentrated on the trump campaign and the accusation was that Trump conspired with the Russians. That was entirely based on the Steele Dossier. That was augmented by leaked information by the FBI. Why did the FBI not corroborated what was in the Steele Dossier - they offered Steele $50 000 to get proof of verification, but he never provided it,
It was also known for years that the Steele dossier was paid for by the Clintons and the DNC. Why was that not verified by the FBI and the usage of the dossier stopped? In any event - it was not and Horowitz identified 17 cases where information was changed and the Dossier summary used in the FISA application. The same info was used to justify the appointment of Mueller as Special Council.
The second issue deals with political partisanship by the FBI. The people interviewed denied that politics played a role in the investigation. Horowitz could not go outside of the staff pf the FBI and the Justice Department to deal with his investigation, so he came to the inclusion that there was no political partisanship on the part of the FBI as to the investigation. Fact is there was ample proof of partisanship and that will come out in the hearing tomorrow.
It is only logical that there was criminality involved in the FISA application and that there were other criminal activity in the whole process. In the case of the criminality issue the Durham investigation will deal with that issue.
