Cluster bombs is not illegal - what are is depleted uranium bombs.   Those were used in Iraq by the USA was then declared by the Geneva Convention as illegal.  But then the while high  helped on by H unter promised to send those to Iraq -  somebody not in the army found out that those are forbidden  and advise the Cocaine -ou  it cannot be done.

I get the sentiment but would it be a mistake to use mines or even regular artillery?. Unquestionable Ukraine has used both and its likely as a result innocent people where and will be killed by both, the same will be true of cluster bombs. War is awful, but what choice do the Ukrainian's have?
