Countries around the world were invited to make a backorder of vaccines in advance. The US and UK purchased the most, but other countries also placed orders. (From the 1st batches). This was all agreed back in April.
Trump declined to make a larger initial purchase when giving the chance. Moderna is a US-based company, and it makes sense they should be given first priority.
However, Biotech a German company was encouraged to work with US Pfizer. Biotech is the leader in the relationship. Other countries also purchased from the first batch, and the US government could have purchased more from the 1st and 2nd batches.
Trump will now block Germans from getting access to a vaccine that they have pre-purchased- along with other countries.
Just like he purchased the world supply of a treatment which has since been proven to not work against Covid.

With the screwups of the Oxford virus testing, the US is in prime position given Biotech is having the vaccine produced in America by Pfizer. The first vaccine to be approved in a Western country. Sputnik was probably stolen by hacking existing vaccines labs.
