When Putin met Biden in October 2021 Putin asked Biden for a peace meeting to stop the civil war in Ukraine, Why did Biden agree to further neotiations and according to a record of discussions at that meeting said he would instruct Blinken to start making arrnagement as to a meeting to deal with the issue - but noa rraangements for such a meeting eminated fro Washington.
