Can the German rugby team do better than their national football team who seem to be in their worst form since 1988... absolute insanity leaving Sane out of their WC squad and the German coach will have a lot to answer for should Germany fail. 

but the German rugby team has edged closer to RWC 2019 with the help of SA born Raynor Parkinson kicking 4 from 4 against Portugal on the weekend...another Saffa Jarrid Els scored Germany's only try..

It is called expanding the game of rugby to other countries.   We see a large number of traditional rugby-playing countries using SA and lately also a few NZ players to play for their teams.   The best way is for players from traditional rugby countries going to new teams like Germany to get them going.

The 2023 WC will see a change of the old guard with countries like China and Spain likely to be participants.

However, there is nothing new here as well  - New Zealand and Australia have been raidng the island players for years and that weakened the Island teams  badly.  

Maybe next time Samoa play the poms at Twickenham they might want to pay them a fair cut of the gate the miserable bastards
