Can referees be charged of gross misconduct?

I think the referee was wicked in the Brumbies-Blue game.    He actually committed serious breaches of the rules.  When a forward is scummaging inwards he penalised th Bulls.  When they lie on top of the tackled player he penalised the Bulls.   This really is bad news.  I counted four penalties that should have gone the other way in the game alone and am really disappointed in the referee.  

As a rule I do not blame the referees - but if they are as bad as the two the Bulls ran into the past two games - some measures should be taken - it is just not forgiveable that incompetence decides the outcome of matches like happened to the Bulls during the past week.

Yeah Mike and MS penalised for not rolling away...impossible task when you are pinned and hedged by collapsed players all around you. Shocking display of reffing.

Also in Blues/Chiefs game tip tackle contraversy issue raises it's head once again by TMO ruling...it certainly did not look intentional.
