What's your feeling on this...wouldn't it enhance the game as a whole universally and draw more exposure...is the IRB and other bodies such as Fira AER etc doing enough?

under current IRB rules, any player who plays in their nations second tier team is considered to be eligible for that nation only.
that means the under 20 players from australia, SA and NZ are automatically locked up to their respective nations.
if the australia A team, or emerging boks, or jr All blacks were all to suddenly reappear, u20 players in that year would be free to play for another country.
this loop hole has effectively sealed the fate of every countries 2md tier team.
NZ are still doing their bit though, we keep sending out the NZ maoris which has some pretty talented names in the squad.

Yeah...more or less what I gathered...this type of manipulation makes the WC rather a farce when it comes to struggling tier 2 countries...must be very frustrating for the players and their supporters.
Well done to NZ though for their Maoris side...setting an example, I also remember NZ rugby lending a helping hand to the Russian players prior to the WC...kudos to you guys.

I can really only speak for Canada. From what I know Canadian Rugby does a lot to set up friendlies. They had one against Ireland last year, and have one this year on November 3rd against the Maoris. The IRB has helped out hugely as well though for Canada. We are now part of the Pacific Nations cup, we have the American Rugby Championship, and we have our Spring, and fall tours. If you include the RWC qualifying mathces against the USA, this year the Canadian national team will play 11 games. That may not sound like a lot to South Africans and Kiwis, but it's a lot for us.
I don't think a steady dose of the top 5 nations is really what a tier 2 country like Canada really needs. Maybe 1 game a year would be good enough to see where they stack up, but not every game. I think getting tier 2 nations just playing consistently throughout the year is a good start. I also believe it's up to the national teams managers and coaches to help their players. Get these players playing professionally will help the national squads. Canada really works hard at getting players in a pro environment. Our head coach, Kieran Crowley, uses his New Zealand connections to send some of our players over to their ITM cup teams. Some go over on 2-3 month training stints, and a couple have gone over to play. We have a ton playing in England as well in the Championship.

Agreed and the NZ A side should be playing the Bok A side as a curtain raiser to the main games in the RC and that should be preceded by the NZ U20 side playing the Bok U20 side

Thank you Canada and Safex...I think this issue is extremely important...especially for those you genuinely love this wonderful game. This game has a very humble beginning...it was just a sport that evolved from one man picking up a ball in a soccer match in Rugby, England. For many years this game became a recognised sport and really never challenged soccer but grew nevertheless as men desired a more physical sport. All of us sportsman are built differently...some of us are fast and athletic but small in statue, others are both heavy and very nimble and with quick reflexes, still there are others of a combination of all these attributes...we unfortunately, at least do not have them all but often think we should. My thoughts are that none of us was born perfect but have challenges from all walks of life...life is not only hard work or pleasure but a combination of both but the catalyst needed to both is real honesty with the written word of the Creator.
For those whose only think this game is for supremacy of nations I can say they are selfish and arrogant. The word of the Creator says the first will be last and the last shall be first.
New Zealand is a minnow country but produces the giant of rugby. If USA or Russia or Japan or China embraced this game...where would we be...are we scared of this...I'm certainly not in fact , I love this game so much that I would love see every nation playing it...small nations and the big play it , lets encourage it for all nations to develope.
Let rugby rule not the nations and lets have grace to welcome new participants.
IRB must see long term, not for my sake or yours or for dollars but the great game of rugby. Long live rugby.

I know I've thrown a spanner in the works but rugby must rule on this forum but certainly not in life...there are too many weak people following it...small nations with huge issues that take relief from a unsignificant game ...rugby is very small guys...your marriage is more important, your relationship with your kids but it's only a let-off a pleasure...must never dominate your life...your relationship with your Maker comes first( most of you, I surmise do not read the bible but try it and be honest) and trust in goodness , not in synical evil and become like a little child...unfortunately we all have a tough time in life and we get cynical and unbelieving but there is goodness, resurrection and life if we humble ourselves and throw all our self-righteousness and vanities away.
