During the SA A vs French barbarians half time, french players were shown promoting the game of rugby to kids.

Kids did not know the basics of scrummaging. They are not taught in SA.

 French players could not believe their own eyes that young rugby players could exhibit that level of ignorance about scrummaging.

 Hard to say. Way harder that noticing the lack of basic knowledge.

These promotional operations are common and it is unlikely they aim significantly younger kids in SA than other kids in other countries.

One cause of the players'irritation is they are in the know now.
SA kids were the most unknowledgeable kids they met.
Usually, kids in this kind of operations are eager of showing what they know and how they do it. The difference was striking, like promoting the game to kids who have never heard of rugby.

Players are aware kids are not taught in SA. They must pretend now and behave as if they did not know.

 Well if they were not yet of high school age then it's no wonder they didn't know much about strumming...or rugby in general. The vast majority of primary schools in SA don't offer rugby. Only historically Afri kaans schools do.
Most English schools only offer rugby from Form1/Grade 8. I. KES, Saints, Park Town, St John's, Jeppe, St Stithians, all 1st league schools, etc etc etc in Gauteng is the first time English speakers play rugby matches since soccer is the main competitive winter sport at primary school. Nevertheless these schools have in the past, do now and will in future provide their fair share of professional rugby players.
