Has Tier 2 rugby nation ever beaten tier 1 rugby nation?

Apart from Tonga beating France in 2011 WC has this ever happened before? And is Tonga or Samoa for that matter a tier 2 side,despite their small size, have a lot the priviledge in honing their skills in NZ.

In 2007 WC the Georgians (Lelos) nearly kicked Irelands butt.

Obviously one day it is going to happen but is the IRB doing enough to promote rugby elsewhere. The Canucks play reasonably good rugby, Georgians are improving and a few of their players get good experience in French clubs and both USA and Russia have never ending potential...a lot is being done in Japan because it has the tin and Japs are skilled players but are short of bulky players for the scrum and lineout. The Pacific Islanders are awesome players and have the natural born physical attributes for speed, strength and size but most of them get lost either in NZ and Europe.

there have been plenty of times that the tier 2 teams have beaten tier 1

tier 1 teams
england, ireland, wales, scotland, france, italy, NZ, south africa, australia, argentina

tier 2 teams
samoa, fiji, tonga, japan, USA, canda, georgia, romania

tier 2 teams who have beaten tier 1 teams,,,
samoa - wales, australia, ireland, italy
tonga - australia, france, italy, scotland
fiji - wales, scotland, pumas, italy, australia
romania - wales, scotland, italy, france

england, south africa and NZ are the only tier 1 teams to have never lost to a tier 2 team.

south africa have lost test matches to every tier 1 nation except the pumas and italy.

All Blacks have never lost to argentina, scotland, ireland and italy.
