Apart from Tonga beating France in 2011 WC has this ever happened before? And is Tonga or Samoa for that matter a tier 2 side,despite their small size, have a lot the priviledge in honing their skills in NZ.

Obviously one day it is going to happen but is the IRB doing enough to promote rugby elsewhere. The Canucks play reasonably good rugby, Georgians are improving and a few of their players get good experience in French clubs and both USA and Russia have never ending potential...a lot is being done in Japan because it has the tin and Japs are skilled players but are short of bulky players for the scrum and lineout. The Pacific Islanders are awesome players and have the natural born physical attributes for speed, strength and size but most of them get lost either in NZ and Europe.
