The following is a report from teh Sunday Times:-


"Failure to field 60% black players will lead to the Proteas, the Springboks and Bafana Bafana being banned from representing South Africa at international events.


This is according to resolutions taken by the Department of Sport following a meeting between Minister of Sport Fikile Mbalula and the provincial MECs for sport on Saturday. They discussed a report, released last week, on the status of transformation in the most popular sports , rugby, cricket, netball, athletics and football.

Mbalula said the group decided to increase the 50/50 quota system to 60% representation after noting a "lack of willingness in implementing transformation, especially the enforcement of quotas".

Failure to implement the new quotas would result in withdrawal of any form of funding and support to federations and sport bodies, he said.

"[We will] withdraw the national colours of any federation that is hell-bent on the current set-up and status quo."

Mbalula said his department would block sponsorship of any sports association that was hostile to transformation. Bidding for and hosting sports events would become illegal without government approval.

The 60% requirement would come into effect immediately.

"The Minmec [ministers and MECs] recommended that it must happen right away. We are going to engage and inform rugby and all the other sporting codes that this is something that has to happen.

"[We will be demanding] development plans from the South African Rugby Union, South African Football Association, Cricket South Africa, Athletics South Africa and Netball South Africa as a matter of urgency and with immediate effect."

All the resolutions of the meeting had to be implemented before the new government administration took office after the May 7 general elections, Mbalula said.

Asked about possible resistance from sponsors, he said he had not heard "anybody" argue against the new quota, but he "would cross that bridge when I get there".

"Transformation is not going to be easy so we have to talk to them. I have instructed my people to engage the private sector equally because they are the biggest investors in sports transformation and sports in general," he said.

Saru spokesman Andy Colquhoun, who could not reach the union's CEO Jurie Roux for comment, asked: "Is the minister asking us to implement a quota of 13 black players in Super rugby teams from next Saturday and the Boks from June, for instance? There is a lot that needs to be understood ."

CSA spokesman Altaaf Kazi said it was still waiting for a meeting with Mbalula about the report on the pilot study on transformation.

"We are not in a position to comment on the statement as the minister might want to explain what he meant when he finally meets us," he said.

Sascoc president Gideon Sam agreed that many federations were failing in terms of development.

"We are seeing it for the Anoca Games ['African Olympic Games for youth] in Botswana later this year. Some federations cannot submit teams," he said, singling out shooting and archery.

"Shooting says the problem is that they've been banned from schools [as a sport]," said Sam.

Lions cricket coach Geoff Toyana said: "We are going in the right direction at CSA, but if there is a quota it could help. We have been through the days of black batsmen coming in at Nos 8, 9, 10 and 11, and black bowlers who bat at No9 and don't bowl.

"That doesn't make sense. Transformation is about giving players quality opportunities. We've done that at the Lions and the players haven't disgraced themselves. I'll be happy if something like this happens. I would support it."

This is outrageous - actually a new form of apartheid - where selections are based on race  - not sporting achievements.   However, I think there is very little chance of the ANC winning this one - since the Constitutional Court will not accept this piece of ugly racialism and the sponsors will vanish into thin air - so  we will have to see what happens in this case over the couple of weeks.   .   .   .

i hope this insane 60/40 quota dosent come to fruition. ANC sound like a real bunch of african national cockheads.

should this 60/40 quota somehow be implemented, then i hope the IRB and SANZAR ban the Boks from participating in national rugby, much the same way we did when those whack saffas had aparthied as a natural way of life.

two questions i would like the locals here to answer,,,

would the peeps here be in favour of a ban should the 60/40 rule go through, or is a 60/40 Boks better then no Boks???

how do the coloured and black saffas feel about this???

if this crazy rule is implemented, then maybe certain powers that be could make a saffa barbarians team of sorts, one that is made up of Bok players as they are at the moment.
cos as long as they dont represent south africa, the ANC 60/40 rule couldnt touch them, at least not to my understanding based only on this article.
im sure the top coloured and black players wouldnt stand for this and would be more then happy to join this team.

hopefully this 60/40 is nothing but hot air, cos that i can understand and am use to, just look at all the hot air saffas here blow about the ref costing them every single rugby game their teams loses .

 The ANC has a problem - they will not be given a free hand in this.  The Constitutional Court has already ruled against some of their usage of quotas in appointment of people as unconstitutional - since it is based on racial discrimination.   
I for one would not like to see sport in SA destroyed by the whims of politicos.  There is no way that a teams elected on racial basis will be competitive and I think the IRB and Sanzar should just ban SA from participation in international rugby should that happen.  The same applies to cricket and soccer - should this happen in future.  Incidentally there are very few Whites playing soccer - so the national team cannot even field one in any internationals - leave alone making up even 10% of the national squad.
I also think there will be serious problems with sponsorships and the Government does not have the money to off-set loss of sponsorship support.   They spent too much on corruption - like the Nkandla home of the President and equally fruitless exercises.   They have lost a lot of grass root support among the people because of poor service delivery, corruption on virtually all levels  and unemployment and the only way to get back support is racialist rhetoric.  In KwaZulu-Natal they are beating the Zulu drum - Zuma is a Zulu so it helps them here.   I think this may merely be an election gimmick and it may die a natural death afterwards - I hope it does in any event.   The election is on 7 May and I think clarity on the issue will only emerge afterwards.

This quota crap will never go away and instead of being attune to it our stupid coaches turn a blind eye to black players that should be receiving more game time. Look at poor forlorn looking Fuzani the only Stormers player not get game time on the weekend.

 

 

Nkanyane, a talented prop has spent most of the season on the bench, Mjekevu a talented wing has left for France, Sithole is only now getting game time at the Sharks thanks to the Jordaan injury. Impressive inside centre Howard Mnisi at the Cheetahs is overlooked for a wing at 12. Jantjies gets demoted for no reason. Where is impressive Mtembu for the Sharks?

 

 

Quotas are a sad reality of SA sport...........these stupid coaches need to play the game or face the kind of sanctions threatened above.

 

 

There would be no shouting if these players got more game time.......all merit players

 "The impressive Howard Minski", yeah right. He was the worst player on the pitch and hopelessly out of his depth when he came on over the weekend against the Chiefs.
It could be worthwhile commenting that if he never got onto the pitch, the Cheetas would not have lost. Ryno Benjamin has been a revelation at inside centre- his distribution and running line are great.Sithole has been playing well, but no better than Jordaan. Their is only so many positions on a field so they cant all play at the same time. He has been given an oppertunity to play outside his specialist position, and like Ryno Benjamin he has done well.

I would expect quotas to get more extreme over the years. In 20-30 years it probably will be a case of 80% indigenous players only, regardless of the best 15 individuals.

 It really is quite sad when politics rears its head to such a degree......I think the voting public should be more concerned about how well their country is being run than how many particular types of ethnicity a certain political group will force upon them come success in an Election, don't you ? But there lies the vagaries of allowing the public a vote !! Sport shouldn't really come into the equation, although, sadly, it does.

No player should be a quota selection. In fact, no-one should ever be a " quota " selection in any facet of life. You should either be the best candidate or you shouldn't be there at all. Your colour/sex/race/ethnicity/sexual orientation/whether you are able bodied or disabled etc etc shouldn't come into it. It's pathetic and enough really is enough.

 Surely given the huge talent pool of black players then as saffex said the coaches should maybe cast their net a bit wider ?I reckon a government that can happily butcher 3 dozen striking miners and charge the survivors with murder wouldnt bat an eyelid at anything else ,is this indeed true ?

I also thought Mnisi looked good for the Griquas - but he was absolutely crap on Saturday - The best Drotsky can do with him is to send him back to Griquas and ask the coach to try and coach him how to play rugby.  He was directly responsible for two of the tries of the Chiefs - he was that bad.

@Wardrad. Most rugby players in South Africa are Afrikaners-the dutch and German descendants. 
The Sharks for example are based in Durban which has the highest percentage on English descendants. 
Over the years most of the Sharks forwards are Afrikaners that we have poached from the Freestate-which has very few English descendants. 
Pat Lambie is one of the few home grown talents actually from Durban. 
Growing up in Durban we played many sports in school like rugby, surfing, football etc.Rugby is big, but not a religion like it is inland or even within the former Afrikaans schools in Durban. (nowdays English and Afrikaans schools are not separated).
Playing Afrikaans schools at Rugby were allways harder than playing English speaking schools- before and after Apartheid. Although playing against Afrikaans in other sports was usually easier. Like in surfing most Afrikaans struggle to surf well, and it football most of them have 2 left legs.
The point I am trying to get to is that rugby is often the be all and end all for Afrikaans people. It is not so with other cultures in South Africa. 
Football has allways been much much bigger for the indigenous population.The reason that most rugby players are Afrikaans (not just white) is that they like playing rugby more than anyone else in South Africa. This is why the majority of good players are Afrikaans. When playing against Afrikaans schools and one of their players missed a tackle, all the Afrikaans teachers and parents would be screaming and going crazy. 
It also holds true to the coloured population, where more rugby players first language is Afrikaans than English.
I have not been in South Africa for a while now, but when I was in school with indigenous Africans, barely any of the students wanted to play rugby. The team was mostly white just because they were the only people who turned up at practice- unlike the Football team.Prior to end of Apartheid, schools (both English, but more so Afrikaans) allmost forced students to play rugby, unless they were the choir or librarian type (like Sasuke with his spreadsheet!).
It is politicians just using this a card to get more votes, rather than genuinely wanting to develop skills.

 It is sad but true but these guys will never ever be satisfied until they have reduced RSA to what they consider to be true African or in realistic terms a disaster.
Not to be political or racist it is an example of the ability of that mindset in most of not all African countries.
I have never ever had any problem with colour in any walk of life as long as a person is selected on merit be it in sport, politics or career.
If a SA Rugby team took to the field consisting of 15 black players I would still support them as long as they were selected on merit.
But alas times and the world have changed for the worst unfortunately,
Just look at other countries around the world like USA, UK, France and Europe in general they have all gone downhill, lowered their principles  and standards to accommodate sub standard skills in all areas.
Have you guys noticed that China for one does not have a similar issues.....ever wondered why.
You guys know why.

 The sad truth about South Africa is that there was a very small minority around Nelson Mandela that embraced his views and principles.I am reminded by George Orwells Animal Farm.A brilliant depiction of a few with good intentions versus the many that just want the opposite. I think it is an election tactic because the simple man does not understand the involvement of sponsor ship money and the deals in broadcasting and the revenue created by these deals.The simple man that the agenda is aimed at only sees a color issue and because color is such a sensitive issue it hits home a lot quicker and a lot faster. But do keep in mind,the ANC is in hot water with reports every where that they are taking a slump in thew polls daily.That is due to public disgraces one being the Nkadla house thing with millions going on a house for one man while millions live in poverty.This is one big issue but there are other as well,the delivering of public services is also another. Reading in to all of that I think it is desperation by the ANC to try to win votes"Look at these evil white people controlling everything again...white is bad...kill the white man..."Those are the songs sung at ANC youth meetings. Part of this is a personal issue for me.I was a promising rugby player at the age of 16,playing wing in Natal for PMB schools.Then when the selection came for the provincial team in September 2000,I was cut because I was white.A guy from DHS was chosen above me.It was a sickening feeling...I was not a racist.But with having a say a quota system made a statistic of me.It was my dream to play rugby for South Africa.The same happened after school.I was hoping to go study Electrical Engineering at Tikkies on a bursary,"my parents did not have the money to pay for Uni"but yet again because I was white things went sour.Twice in my life,with out having any say in the matter I was treated to be unwanted duo to skin color.It was then at age 19 that I packed my bags for the UK,and decided to join the armed forces. Suddenly it made no difference what color my skin was...and I was wanted!All I had to do was run...a 1.5ml in under 10min and do a few sit ups and push ups...LOLIt was a laughing matter for me at selection in Purbrite. Anyway,South Africa doesnt needs this stuff,the racial nonsense.

Actually that goes some way to explaining your views Arizona. Of course people of colour weren't able to play for their country at all, for many years. So the quota impact seems to pale in comparison. Still as a young chap who had rugby ambitions that has to have been very disappointing for you....and personal.

 Thanks sharkbok ,I know a little of your rugger history but it would be like a saffa and Maori Rugger in that the dry facts dont give the whole story .Arizona maybe you should take your experience and apply it to what others have had to contend with in the past ,you walked a mile in their shoes now you need to apply that constructively and forgo the racist rubbish .Why does the bafanna team have problems with quotas ? Could the SARU start with applying the quota to the blizbokke as a start to reaching some sort of quota going forward ? Or start at the junior level using overall numbers of registered juniors who identify as indigenous to work out a quota ? If you could harness some of that talent the possibilities must be huge for SA rugby.Checked out that ad for direct TV ,pretty funny !

Manor Farm was a typical well run English farm run by humans (probably representing Tsardom) and OVERTHROWN by the animals...the pigs taking leadership...because they are said to be intelligent but dirty animals...sheep are followers...horses are "workhorses" so to speak, reliable and obedient and other animals with their diversities...it is a brilliant work and although the main theme is fairly simple there are a lot of paradoxes. Orwell himself was a socialist at some stage of his life. Dictators and government control are represented and manipulated in many forms from Lenin, Stalin, Mao to Hitler,Mussolini etc.


These similarities are seen in most governments today...depicting the double standards, lies and hypocrisy. Animal Farm cleverly makes mockery of this...it is very applicable to SA at the moment...we are going through this "cycle" of events...the bottom line is the mass or majority (the common herd cannot rule as they are generally the incompetent and they will too set up hierachies based on prejudice. Racism once very real is now used and manipulated as a red herring and bunny trail.


In the USSR, to be a capitalist or a person that had any entrepreneur ability was a criminal offence, in SA during apartheid to actively oppose the government you were called a "communist"...these "ists" and "isms" are often used (as well as sayings,quotations and anthems) to propagate political report and favour in ruling parties. "All animals are equal...lolz but some are more equal than others....haha.


Sad but very true...State President is a blatant thief and criminal...stole millions but I can guarantee you he won't serve a jail sentence...I doubt if he will be prosecuted.


Years ago a well known cricketer was accused of tax evasion for a relatively small sum...some female prosecutor zealously went after him and nearly ruined his life...fortunately it was a false trail but the damage had been done.


These things are very scary and very evil.



 Animal farm might not sit well with every one in this example.What I meant was that the oldest pig that died very early in the story had the right idea,just like Mandela did.But as soon as he lost his hold on power,things went south.Read in to it what you like.I honestly don't care.

 

Mozart,looking back today at how my life turned out,I am actually glad I never became a pro rugby player.I think it would have been very short lived.I know that my political views are harsh.But the thing is,what I have seen people do in the name of color and religion has taught me that we all have method behind our madness.Fiela se kind says it all,"Daar is bruin mense en Dan is daar bruin mense".Not all black people are bad.But like all races there is a small minority that would try to create discomfort for the masses.In example,no one wants to see players selected upon skin color.No one wants to see this change forced upon a few that work really hard to keep our good name high in the face of public opinion abroad.

The rule in SA is a sad indictment for us true Saffa's who are, by and large, honest and simple folk...black and white. Politics is bad enough in it's nether regions of totalitarian rule but when it creeps into sport that is the limit.


The ANC are evil and wicked...once devouring wolves in sheeps clothing, but now rabid hyenas in goat skins if this makes more sense.


In all levels of sport their dirty hands are sullying what is left of the good about our country...I'm a fly fisherman and love catching rainbow and brown trout in the gin -clear and pristine streams of the mountains. This government (DEA) has saught to declare this beautiful fish to be an alien in SA although it's been here for over 100 years. My scientist friends involved have declared that it's done no damage to the enviroment , indeed it adds positively to the cleanest and pristine parts in this country.


Meanwhile, the littering, the pollution is staggering in one of the most beautiful natural enviroment in the world. One thing that I see with my very eyes often...the rivers are dying...there once was trout in that litlle stream that ran from Kirstenbosch, through Bishopscourt, Newlands and Rondebosch...the Liesbeeck. A cesspool today...riddled with ecoli...if you cut your foot you'll probably end up with amputation or death from necrotising faciitis.


Also the Eerste River that runs past Coetzenberg rugby ground in Stellenbosch used to harbour sea-run rainbow trout.


The Oak tree and the Jersey cow are alien too so they accordingly must be eradicated.


Christ's saying to the Pharisees..."you strain and sift at gnats whilst swallowing camels" applies to this government.


Absolutely no sense of priorities...perhaps no sense at all is more accurate.

Chabal I am with you ....the attack on "alien" trees is one of the most unattractive developments in the new SA......aided and abetted by the liberal would be intelligentsia. The poor pines, blue gums and oaks (if not okes) have been declared dangerous to everybody's health.

 

So the lovely pine trees that covered the lower slopes of Table Mountain are gone. I remember running through these trees training for rugby and the mile. The lonely, twisted  blue gums which have the genetic strength to fight the howling Cape Point South Easters are also going.

 

How long one wonders before our most famous Aliens, the magnificent Camphor trees at Vergelegen are also on the list.

 

 

These colonial trees are clearly guilty of all sorts of devisive acts. Many things that are fine and beautiful are at risk. And lets not even contemplate the tragedy that unfolds every day among Africa's wonderful animals.

 Well, don't worry, Sebastien...the indigenous creatures/flora/fauna of my Country is being eradicated at a rate of knots by my Govt. We have no real knowledge of why it is happening, well, they are doing some of it to please their Chinese paymasters and some to please the Aristo's, but it's all very confusing and has shocked many dyed in the wool Conservative supporters that it is their Party that are carving up the land are wrecking it. They might have expected it from Labour  And I am so sorry about what is happening to Africa. From a personal point of view, and pathetic as it may be, I try to do my bit and always have done...but I am here and one can only sign so many Petitions. They sometimes help. Just know that I try.


We aren't allowed to be English here, by the way. Haven't been for very many years...it might surprise you all. Even when I was at School and applying for University, my forms were returned to School as I had crossed out British on the Nationality section and written English....there wasn't a section, you see. There was Scottish, Irish and Welsh, alongside British. I don't agree with that, I'm afraid. But my forms were returned and, I was taken aside and told that, unless I ticked the British box I couldn't apply. I refused and we had stalemate. My Form Tutor did the honours in the end, I believe. But I'm afraid that is how it has been for years....that was 1992 and it it pre-dates that....we are classed as " White British " It is also a racist act to call someone something and add the term " Irish/Scots/Welsh " to it but not English. Not sure why that is. But I do believe some forms have started to add English to the list now, they've had to............. I'm afraid double standards have been at play for so very long that the nasty fire of racism gets to rear its ugly head and that is unacceptable. And the politicians can't see that....or can they ? And they just stoke the fires anyway ? 
Over here we have European Elections next month and I'm afraid that the powers that be will see just how much the country wants to leave Europe. They won't listen, haven't been listening and it will be a slap in the face for them. They should have given us the Referendum they promised and let us leave. But they have no intention. So, all hell is about to be let loose. 
I'm afraid it takes a lot to really get the English riled...and I don't mean the sort who were out on the streets rioting the other year. They were/are just scum. I mean the majority of the populus who have real gripes and anger across the board. It might be quite interesting !!


I'm not surprised it's happening in England too, Becs because underneath the garbage dump of national and worldwide politics there is a smouldering similarity of degenerated values.


The animals are indeed up to the same old tricks of old...the good and well run "Manor farms" of the world have either been sold out at cheap prices or stolen.


Anything connected with the past colonialism is a dirty word...mankind is weak...cannot differentiate beween the sheep and the goats, cannot see the wood for the trees and throws the precious baby out with the bath water every time....and on top of that he is very greedy and selfish and if that's not enough, the worst is he is dishonest, tell lies both blatant and half-truths to establish selfish gain and does not know what the word integrity means any more.
