The Euros and Pounds are in town.

This looks like a rich organisation so paying high salaries should not be an issue. 
All countries own shares in the tournament- except South Africa. This could mean less interference by the SA government as it is not an SA company.

The legal name of the body running the competition is Celtic Rugby Limited, an Irish private company limited by shares based in BallsbridgeDublin 4. The company is owned by the Irish Rugby Football Union, the Welsh Rugby Union, the Scottish Rugby Union and the Italian Rugby Federation


The board of directors consists of two representatives appointed by each Union and an independent chairman. As and from the start of the 2010–11 season, the league is being managed out of the same office of the RBS 6 Nations and the British and Irish Lions and sharing a chief executive (John Feehan) and staff with these two organisations.[6]

 Too bad it is wikipedia which can be edited to convey the least academic point of view.

Otherwise, it would mean that the pro 14 have factored in the fact SA will never train quality non white players. If those people thought a different way, they would not bother putting an unlimited time limit as quality non white players would make the squad.

Too good.

Telling fact is that again, the comedy of quotas is used to cover for the main cause: SARU could not have turned owners as they are ln debt and nearing bankrupcy.
