Problem with the 2015 rugby world cup draw

I just had a look at the draw and for the life me I can't help but think that this draw is flawed. Firstly, how can you seed teams 3 years before the world cup. If the IRB had a proper international window in place and ensure that the test matches count towards the seeding at the world cup, we would probably end up with less of joke teams being sent to the southern hemisphere. If they had a proper league, teams can be rated accordingly. Internationals should be only scheduled at the end of each international window to ensure that all teams play each other enough to get an accurate ranking. There actually only 10 test teams so I don't see how this can be a problem. You only need 3 tiers. Tier 1 NZ, SA, Aus, Eng; Tier 2 Wales, Ireland, France, Samoa; Tier 3 Arg, Scotland, Fiji, Tonga. 

There is a 2 and half year cycle to get all of these rankings in, I have included the Brittish and Irish tour which mean we only get half a season. In a world cup you probably don't want to have any rankings and probably want to enable your team to prepare for the tournament with non-ranking games. Probably the only year when weak teams can be sent. Needs more thinking, but it can be done, but I'm leaning towards tours. Home and Away with 2 test matches.  

Back to the world cup draw 

It looks like New Zealand and SA are destined to meet in the Semi's. England, Wales and Australia have been drawn in the same group, but none of them are world beaters at the moment, but if you have to go on current rankings, 3 of the top 6 teams are in the same group. 

The winner of group A seems to have an easier run to the Semi's and finals as they would only need to face France. So it looks if England were to win their pool it will be a Semi between France and England.

France have by far the easiest run to the finals. They have Ireland and Italy in their pool, face off with Argetina in the Quarters, unless Argetina can beat NZ which is highly unlikely. That leave France to either play, England, Australia or Wales in the Semis. Pretty much a clear run to the final. 

South Africa has the easiest pool but a hard quarter final that could see them face Wales / Australia or England. 

New Zealand also has a easy run to the Semi's, they only have to worry about facing Ireland or France in the Quarters. 

Ultimately you want to see the best two teams play in the finals and at the moment it is NZ and SA

My pools would be based on current rankings

A) NZ > Samoa > Tonga > Georgia > Uruguay

B) SA > France > Fiji > Canada > Russia

C) Aus > Wales > Scotland > Italy > USA

D) Eng > Ire > Arg > Japan > Romania

I think that France is a better team and if the rankings played a factor, they probably would have played better.

The first round, or pool stage, sees the 20 teams divided into four pools of five teams, using the same format that was used in 2003, 2007 and in 2011. The pool stage draw was conducted at the Tate Modern on 3 December 2012 at 15:00 GMT, and divided the 12 automatic qualifiers into three bands according to their place in the most recent IRB World Rankings.[29][30]
