It seems the matchday squad will be reduced with a smaller bench. Eddie Jones has been championing this, especially after the final against the Bomb squad with 6 reserve forwards.
Not great for SA who has the most test level forward depth.
With fewer reserves, players will play more of the game and get more tired. This could make more space - and bring more smaller/more skilful players back into the game - and make rugby a game for people of all sizes, instead of mostly creatine brutes. The way it is in school, and also before rugby went professional. 
If teams go for too much power, they will be slower in the last 30 minutes. Players like Kolbe will play even better with more space- just like how he ended the game as a contest against England.

They should just stop trying to steer the game into whatever direction...leave it like it is...change this to promote that, bla, bla, bla...just leave things like they are and get on with it. Stop trying to give the spectators what you think they want...or should want...WR, stop thinking you know how the game should be played...please stop fiddling with the laws.

In theory there'll be more space. But it takes energy to run, thus tired players will more than likely play tighter and be more prone to one off runs and pick and drives, as well as kicking. It takes less energy to kick. World Rugby's attempt to alter the game to be more spectator-friendly has been an abject failure. It's more frustrating, more one-dimensional, too linear and the calendar is bloated with bland fixtures.

Will this go through because Eddie Jones ant it,  His side got demolished in the WC by the totally magnificent use of resources by  the Top SA coach since 1992 and now he is looking for a way out of his dilemma.  The Springboks in the final played the best rugby I and most logical people have seen in the professional era.
