and SA , Oz , Arg, NZ, plus most likely Japan and Fiji...

There would also be a second division , with promotion and relegatiom between the top flight

The second division would include countries like Georgia, Romania , Spain, USA , Russia , Tonga and Samoa

 with China and Germany contending because of the attraction of their powerhous economies..

The tournament would be held for three years between RWC's

I read about this. To be hosted in a singular country at a time. How would this affect revenue? What plans are in place? It sounds like a good idea, but lots of problems implementing it. 

Watch the NH try to make SH matches some sort of pool game while they take most of the money for themselves.

How do lower ranked teams improve their ranking without playing higher ranked teams?

Dont trust anything initiated by the NH arseholes ,they are all about weakening SH teams because thats the only way they can compete on a regular basis.

There are in fact two issues that would have to be included in any deal.   The one issue is agreement with the SH nations on any deal and that may jeopardize any NH dreams of coining in on the deal.

The second issue relates to TV rights.   In all the NH countries rugby is NOT the top sport in those countries.     The TV rights in those countries in the main center on soccer and the TV base would not produce the goods for them in comparison with what it produce in SA and NZ.   

What I am driving at would be the TV rights on gam broadcasting - the most major income for rugby authorities and the life-blood of competitions.    There is no way that the SH countries would sell off their financial lifeblood to NH countries.

An example is the recent admission of the Kings and the Cheetahs to the PRO14.   It cost SARU a fortune (R30 million) - which they have not been able to recover thus far,   I am afraid that may happen in this case if the SH nations do not get their real due in this case.   

With the exception of New Zealand, rugby is not the top sport in the SH either.

this is the idea of 2 very dangerous and brainless World Rugby top executives,... the argentinan Pichot and the aussie Brett Gosper,... they see themselves as businessmen and think that the only way to success is to grow and expand no matter what (seems to be the only thing taught in business schools),... someone should show them what happened with Super Rugby

these last weeks they have disclosed their 2 "brilliant" ideas to improve the sport of Rugby worlwide,.... one of them is this 12 teams' "World League" to be played each year (still to be known if in WC years it would be played),... and the other one is to expand the current World Cup to 24 teams

they think that test rugby is "under threat" because there are too many "friendlies" (the concept "friendly" itself is already wrong and seems at least strange coming from 2 former test players but if someone categorize the next Ireland-All Blacks or England-South Africa as friendly it means that he has no clue about rugby),... and add:

BS,... well, if they succeed they are going to kill the World Cup and the Rugby World Cup is the most important window the sport has to the rest of the world,.... if I'm not wrong is the most watched sport spectacle after the Olympics and the Football World Cup (both running also each 4 years),...  they are going to jeopardize the most succesfull rugby event for some unknown results of a new competition

creating a very similar competition they are going to dilute the WC,... it's going to lose part of its atractive,... but creating a better competition to play each year they are going to kill the WC,... a competition with the best 12 each year is like playing an extended WC finals,... the only thing that the WC will have as diferential will be the national teams from the 12th to the 24th,... this means games like New Zealand-Portugal or Georgia-Spain,... games with no attractive at all and that no one want to watch

Unfortunately an international global league in its current suggested form doesn't make sense.

Clubs are becoming more powerful that the international teams. France has already conceded that. Stad France has a budged of at least $30 mil a year to spend on players. All of the big 8 teams in France spend no less than $20 mil on players. 

No country can afford to pay that. 

The only real money generator is tours. The Lions tours always seem to bring their fans along in huge numbers. While on the subject, what will happy to the Lions. It is a huge tradition in rugby. 

I like the idea of a global season or some overlap at least to ensure that we get the most out of international rugby and that we always play the best team
