I agree with your message. This technique, in the circumstances as outlined by you is actually taught to junior coaches as a directive of AR (Australian Rugby). I've been coaching junior rugby for 6 years with the minimum required credentials. I recently up-skilled and this is what is taught.
Yes, but we also teach the kids how to tackle as DDA should have on Mike Brown . The boys are at U14's now, they had that technique down pact at U12's.

Why was the French player carded when he made a perfectly legal tackle and Tu'ungafasi got away with nothing bar a penalty.
There are already question marks about NZ rugby players being dirty and using questionable techniques like Kung Fu kicks to the face and now head butting - so why was no action taken in this case. I have seen many players carded for exactly the same thing - but apparently it would not happen when NZ players are involved.

I agree with you about the Pommie ref about the carding of the French player. It obviously was a Pom ref mistake and it was clearly shown on replays as not being a neck high tackle.
As to the Franks incident - I think it was an accident - but I also think Franks should have been more careful in what he did. Carelessness in rugby is a problem and what he did negated the requirement to be careful. fact is he was lucky not be carded in the relevant case.
