Not surprisingly the top 8 ranked teams are all in the play-offs. France is the lowest rated team of the 8 - with Japan not surprisingly being at 7.
However, it will change drastically after the quarterfinals since winni ng teams normally gain ground and losing ones lose in the process.

Since when is the pool stages phase of the RWC “all-play-all tournament”?
And here, I will admit, is where I was wrong since I forgot that not even in the knock out phase is it an “all-play-all tournament”. My bad.
