I think that the 11 games will be split between NH and SH seasons. Some of the games will be played in July/August/September and some in November/February each year. That could cut out the RC and 6-Nations out of the programme.
Those two comps - plus the June/November tour games normally involve the playing of 13 tests each year by SH teams and 11 by NH teams. So 11 test matches will be played on a round Robin basis, together with semi-finals and final making it 13 games.
One would also assume that the comp will be made up by the 4 SH teams plus 5 from the NH and three other qualifying teams.
The WC will still be played - but catering for I believe at least 24 teams.
As to the other competitions - ie Super Rugby and the European Cup and Challenge cup - I do not think there will be a change in format. There may be some internal changes made - especially to the Super Rugby comp - but we will have to wait and see what happens.
Playing 13 tests is not the problem - it is the scope of other competitions that leads to over-playing of players. I believe that the situation in the SH have changed already - lower level competitions like the CC had already been reduced in SA and do not really involve the test level players - the same with the other SH competitions.
The problem is really in the format of the NH club competitions, involving a large number of local teams. That really is where a change of format is needed. Picot has already indicated that there is a problem and I think World rugby might crack a whip and bring the clubs into line.
