He did and what he came up with is BS. Schiff tried to get Ratcliffe out of the way by blocking his time limit and in between it was clear. The whole story center around political opinion differences, Taylor spoke to Trump three times and there was no indication ever of anything the DP alleges happened,
He then in an answer referred to the Russian Hoax story saying Russia assisted the Trump campaign, He knew nothing - or so he claimed - of the Ukrainian involvement in the Clinton paid for Steele Dossier - which turned out to be fraudulent. Still NO Evidence at all of anything that is in terms of the Constitution as to Impeachment.
What the hell do you think Taylor tried with the assistance of Schiff to do. Give damning evidence against Trump based on hearsay in an effort to assist the DP and then suddenly claim he was there to tell a biased story and when challenged about legality - turned into a fairy tail hiding his real objective.
So lets get this straight for a change:-
* There was a huge effort by the Obama Administration to get the Russian Hoax story in place to sabotage the 2016 Trump election campaign - totally illegal and totally wrong
* There is clear evidence of corruption on the part of the Bidens and the DP is trying to stop that one. There are Ukrainians who knew exactly what happened and has the evidence to prove it - but the US Ambassador in Uk raine refused to grant them visas to come to the USA to give evidence about that one. What Trump asked about relates to the start of the illegal involvement of Ukraine in the US election in 2016 - which is under investigation anyway. The Ukraine President then raised the Biden issue relating to the potential corruption issue and mentioned Juliani. You must be dumb to realize that what happened in the 2016 election was not real criminal activity by the DP crowd - Trump has the full right to find out what really happened and also about allegations of corruption involving the Bidens.
* There are two reports coming out - the one dealing with witness tampering and illegal operations in the 2016 election and the Mueller Investigation and a number of people are facing real jail time for that. There was witness tampering that led to charges being laid and in no case other than Manaford was any sentence implemented yet. The real problem facing the Government will be claims by the accused as to manufacturing of evidence and threats of the FBI and Justice Departments will be massive damages claims. By the way Manaford worked together with Podesta - Hillary Clinton's campaign manager - in fraudulent activities in Ukraine - why was Manaford charged and not Podesta. The latter is another candidate to go to jail quickly.
* There is nothing yet about any real evidence on the issue and the main question is - where is the whistleblower and why is he not supposed to give evidence? Is it because the original complaint was a put up job by Schiff and some of his colleagues to start a proceeding based on zero evidence - where they tried to manufacture evidence.
