There is some truth to this, some who signed up to defend the country are members of neo-nazi organizations and did indeed put Nazi symbols on their helmets. However its not officially part of the Ukraine uniform. Does seem like a case that the Ukraine was willing to accept any and all volunteers who signed up to fight regardless of their background.

The Ukraine was looking west on its own accord and was close to signing an association agreement with the EU when the Russian leaning President Yanukovych started to back track, triggering the uprising that eventually overthrew him. Ukraine population has for a long time been split between the west leaning western part of the country and the Russian leaning eastern side of the country. The west leaning side does hold the majority though and it saw the refusal to sign the deal as Yanukovych pushing the country more towards Russia which they did not want.
