Thanks for the clip Pakie, now you can see the context of what happened.
You
could argue both should have tackled lower. You can also argue that the
communication between them was poor as Lood was standing behind the
ruck and Bismarck too wide which left a gap for a sniper to run through.
I will blame them both for those reasons

I see it as 50/50 responsibility. Lood
should have had him covered, but Bizzie also came in for the tackle and
at the end of the day, both men made half a tackle, because they both
thought the other had things under control. Bad defense and bad
communication by both.
You, and a few others are all missing the point. The issue was that the gap opened up because of Lood de Jager. Bismarck had to rush in to cover up the balls-up when he saw the Arg scrummie going for the gap. Forget about ou Dawie's cover-up effort of only posting the one image and read up the entire discussion of the incident here:
http://www.rugbyworld.com/news/blogs/play-like-pichot-argentinas-scrum-halves-analysed/You will see where the writer got the idea that Lood was either tiring or it was his inexperience that counted against him. Earlier in the game he was much more alert. Look at his body position and attention in a similar situation in the first half of the game.
Compare that to the try incident:
