Home | Larry BellTags: Climate Change  Global Warming  United Nations  CATO  DQA  MIT  NOAA Stats Tampering Puts NOAA in Hot Water Environmental data research, Pasco, Wash. (AP)

By Larry Bell   |   Monday, 01 Feb 2016 10:03 AMShort URL|Email Article|Comment|Contact|Print|    A   AApproximately 300 people including scientists, engineers and other experts, about half with doctorate degrees, have petitioned U.S. House Science Committee Chairman Lamar Smith, R-Texas, to carefully investigate suspiciously overheated climate temperature book-cooking by the National Oceanic Atmospheric Administration (NOAA).

Signers included 25 climate or atmospheric scientists, 23 geologists, 51 engineers, 74 physicists, and 12 economists.

One was a Nobel laureate physicist, two were Apollo astronauts . . . and another was me.

Referring to a 2015 NOAA study purporting to having eliminated a nearly two-decade-long “hiatus” of flat global temperatures, the signatories asked Smith’s committee to ensure that federal agencies observe scientific Data Quality Act (DQA) guidelines established by the U.S. Office of Management and Budget.

The DQA requires agencies, including NOAA, to “ensure and maximize the quality, objectivity, utility, and integrity of information, including statistical information.”
NOAA’s adjustments to previous ocean temperatures between 1998 and 2012 made recent global temperature changes appear more than twice warmer than the original records showed.

This was accomplished by throwing out global-coverage satellite-sensed sea surface measurements taken since the late 1970s — the best data available — and upwardly adjusting spotty and unreliable hit-and-miss temperature readings taken from ocean-going vessels which present well-recognized problems.

Big errors are introduced because readings taken from the cooling-water intake-tubes of various ships record measure temperatures at different ocean depths. Varying amounts of conduction from different vessel infrastructures and daily sun conditions skew temperatures as well.

Writing in the well-known science blog “Watts Up With That," CATO’s Center for the Study of Science Director Patrick Michaels, Assistant Director Paul Knappenberger, and Distinguished Senior Fellow-MIT Professor Emeritus of Meteorology Richard Lindzen agree that the lax standard of NOAA’s study should prompt questions by members of the scientific community.

They note: “As has been acknowledged by numerous scientists, the engine intake data are clearly contaminated by heat conduction from the structure, and as such, never intended for scientific use.”

In addition to tweaking recent temperature readings to be higher, NOAA’s revisions to earlier original data have consistently made past temps cooler.

As climate expert Bob Tisdale and meteorologist Anthony Watts observe on the same WUWT blog site, “To manufacture warming during the hiatus, NOAA adjusted the pre-hiatus data downward” to show even more recent warming.

Incidentally, NOAA’s “corrections” to suggest warming between a huge 1998 El Niño and another big one last year contradict data provided by other wider-coverage and higher quality measurements.
Special: Barbara Walters: I am Done With the View and Never Felt BetterA large integrated network of Argo ocean buoys operated by the British Oceanographic Data Center in combination with satellite-enhanced data reveal no statistical warming.

And even if all those adjustments were right, the warming trend would still be significantly lower than was projected by the collection of climate models cited in the most recent U.N.’s Intergovernmental Panel on Climate Change (IPCC) report.

In light of the massive El Niño there should be no surprise that 2015 showed elevated temperatures — about a quarter of a degree Fahrenheit higher than the previous year.

This is similar to what happened with the El Niño in 1998. Also don’t be surprised to see it soon followed by a La Niña cooling. Although not well understood, there is no evidence linking these naturally-occurring reversals of Pacific trade winds and deep-ocean currents to any man-made influences.

Michaels, Knappenberger, Lindzen, along with most of us, recognize that global temperatures have been warming in fits-and-starts since the “little ice age” ended in the mid-1800s.

They urge us to keep in mind: “It is important to recognize that the central issue of human-caused climate change is not a question of whether it is warming or not, but rather a question of how much. And to this relevant question, the answer has been, and remains, that the warming is taking place at a much slower rate than is being projected.”

House Science Committee Chairman Smith has expressed a commitment to look into concerns that the real purpose of NOAA’s report was to push President Obama’s political agenda.

He is not alone in noting that the non-peer-reviewed study appeared to be rushed for release conveniently in advance of U.N. Climate Change Conference held in Paris last December.
As reported by the Daily Caller News Foundation, Smith said: “It is this committee’s oversight role to ensure that federal science agencies are transparent and accountable to the taxpayers who fund their research.” He added: “Americans are tired of research conducted behind closed doors where they only see cherry-picked conclusions, not the facts.”

Referring to the pleading submitted by the 300 petitioners, he responded that “This letter shows that hundreds of respected scientists and experts agree that NOAA’s efforts to alter historical temperature data deserve serious scrutiny.”

After all, isn't serious scrutiny a prerequisite for all trusted science?

All this is being driven by the globalist , multi-culturalist elites who are working for a one world order they can dominate.Dr Mozzz Expect opposition from that weak minded gullible dope ou JW who thinks all this belongs to the lunatic fringe. Bwahahahahahahahahaha. Ab ass if he were around would go pop he has sucked it all up like a sponge.
I would like to know what folk think are the reasons for deliberately  lieing about all this.I think its to get in place a world wide tax to get folk used to the idea. Plus, as with the engineered financial crises to get folk eventually willing to accept anybody who can solve the engineered mess the world is in. Expect more of the same.
The globalists aim to defeat the nationalists and bring about a world without borders and a world leader called the anti christ. Read what labour leaders have said on this issue - they anticipate no borders in the future as they know where things are planned to head.Hence the vilification of Trump by the main stream media owned by the globalists. Hence the painting of patriotic folk who don't want their countries taken taken over as extreme right wingers . fascists and whatever other name they think might lead people to avoid supporting them. The unity in the main stream media in both Europe and USA should make folk wonder why they are so united!!!Despite massive brain washing for decades ordinary people sense the peril they are in and are fighting back. Can they win is a big question.

Here are labour views on the subject:

Labour’s hard left Shadow Chancellor John McDonnell has reasserted his belief that a borderless world is inevitable, claiming open borders would become a reality this century as some people are “ignoring” them already.

Mr. McDonnell gave a speech in 2013 in which he suggested borders could become a thing of the past. Asked to elaborate on this theory on BBC Sunday Politics this weekend, hesaid:

Inevitably in this century we will have open borders. We are seeing it in Europe already. The movement of peoples across the globe will mean that borders are almost going to become irrelevant by the end of this century so we should be preparing for that and explaining why people move.”

He appeared to suggest that attempting to stop people walking into Europe was futile, and argued that the migrant flow could only be reduced by stopping wars in the Middle East.

“In that way we can deal with the reality of the world which means that people aren’t forced to move but there will be movement,” he added.

When asked if he believed whether there would totally open borders without controls one day, he replied: “I think at the end of this century, that’s what will occur. We are seeing people ignoring borders already as they fly from Syria

Pe Corbyn:Later, Mr. Corbyn said that all of the children, and potentially all of the adult, migrants waiting to break into Britain in camps in Northern France should be allowed in.

Same view as Merkel and Hollande (Yes now because they face loosing power they are soft pedalling for the time) But why. because a one world order requires no borders. If you make a country truly multi-cultural by swallowing up the original folk a one world order will be more easily established.Hence the howls of rage when the gutsy Trump stepped in and had the guts to say no we cannot have a country with no borders!
Common sense to sane people but but to ou JW who thinks this is the talk of nutters. How can one help poor JW who has been so badly brain washed?

As long as historical temperature records are being adjusted, every "increase" is up for debate. Five years ago we were told the atmospheric temperatures were the holy grail. Now these climate scientists are measuring off Ocean going vessels instead....no doubt for some very compelling reason.
Until their models predict temperatures accurately, which they don't, they overshoot radically. Until they accept background temperatures vary for reasons that have nothing to do with human activity. Until they have a credible, stable set of measurement points to  calculate the "increase". Until they stop getting caught manipulating data.......this group of scientists have little credibility.

I don't care what the records say, this has been the hottest year in Gauteng in my 36 years! The records to confirm that BTW, but I didn't need their help.

Not woosh! I am not even taking a side in the actual argument here! I am just pointing out a fact in Gauteng.

However, the one point I will make on the matter of actual global warming is this. The data for both sides of the argument is so easy to manipulate in favour of whatever specific agenda the particular researchers are trying push, that it is actually very difficult to formulate a definitive opinion. My feeling however is that man must have some sort of an effect on the climate, but not to the extent that the bunny hugguers would have us believe.

Well we haven't had more than one or two days in the Mid West over 100 degrees F, since 1998....we used have more than that every summer. Two years ago we had one of the five coldest winters in 150 years. It proves nothing, except perhaps that there cannot have been a radical shift in the temperature distribution.

In 1850 we were in the throes of a Little Ice Age.....down a few degrees.....in the whole 20th century we added one measly degree, as measured by these guys who wanted to find an increase. But they attribute none of the increase to the recovery from the Ice Age, or the increase in solar activity which is a fact.

I agree the significant increase in CO2 from man's activities must have an effect. The question is how much....and that will never be gauged until we get honest, non self serving science.

Bluebokkie,

Ever heard the name El Nino?

I remember my wife asked me back in September when our rain is coming and I told her that the weather forecast for our part of the world was a strong El Nino which will peak in December and show a decline in Jan. Well, that is what exactly happened. Dry and hot conditions in the first part of summer, but quite good rain in January. I saw yesterday a picture of the Augrabies waterfall and the reporter said the fall is running stronger than in the last 2 years.

It is so sad every climatic condition is nowadays expressed in terms of climate change. What happened to the days when we had our regular oscillation between El- and La Ninos?

Blik, during the droughts in the 80's everyone new about El Nino. Weather is cyclic and geology can only really be observed over centuries. Any scientists using data from only a 100 odd years as geological or meteorological evidence are misinterpreting on purpose. ...what would their agenda be. And like Giaever said, how do we know that warmer will be worse?
I'm not saying we should rape the environment,  but I think the focus is wrong.
