The answer to the question of the potential candidates for the transformation targets is easy: no one.

In SA, despite the large number of black people practising rugby, they cant be trained.

They cant be trained because the resources are not there.

There were there but there are no longer there as they were consumed.

Everything went down in SA and most of the times, funnelled abroad.

In SA, you could barely field a professional black squad.
A singular situation in the world. No one managed to get no professional squads out of so many players.

Yet that is the situation in SA: some took all the wealth for themselves, consumed it all and there is nothing left now.

That is when Mozambique (and some other countries) comes to play: South Africa is sniffing around, resources like oil.

The same that happened in SA will happen: the wealth will be taken, squandering and guzzingly it down.

So maybe, one share of the mozambican resources could be spared to train enough black people to get at least a couple of professional squads.
