Retired municipal senior administrator of over 20 years, Tokkie Saayman is ending his long tenure on the North Coast to relocate to the Cape to be closer to his family.

Currently living in Tinley Manor, Saayman is excited for the move, but reflective on his many years spent living and working here.

One of Saayman’s main roles at the municipality was rural development, with his first big project for Ballito municipality being the settlement of Groutville in 1983.

“Groutville became one of our headaches – it was a free-for-all with no services whatsoever,” said Saayman.

According to Saayman, issues of poverty and crime plagued the settlement and his experience in Groutville later extended into Nkobongo where social development was also desperately needed.

“There were no roads, there was no water – absolutely nothing. So we worked 12 hours a day and seven days a week.”

One of the biggest problems, said Saayman, was that in order to build the roads they had to remove some of the shacks and were left with the issue of where to put them. With 700 families living five people to one shack in Nkobongo at the time, the plan was to build 1 200 new units for residents of the township, but the demand for housing was somewhat underestimated by the municipality.

“The problem was that even 2 000 units would have been too few,” said Saayman, as many more people than initially anticipated flocked from surrounding areas to secure a new home for themselves.

Saayman then secured R150 000 to build a water pipeline from Shaka’s Head to Nkobongo as residents of both townships had no access to clean water.

“The people would collect their drinking water from puddles on the tar roads, so we just had to provide them with running water.”

In addition to these projects, he secured a R1.5m investment from Bruce Hullett over a cup of coffee to develop 28 hectares of land next to the existing Shaka’s Head township. Such a feat came to characterise Saayman’s friendly but firm ‘no-nonsense’ approach to town planning and township development as defined by his uncanny ability to secure funds from a reluctant provincial government.

As an individual who has not only witnessed the North Coast’s growth over the last two decades, but as someone who has participated in it, Saayman said Ballito’s continuing expansion is a good thing, but must be done with care.

“Economic development must always have an objective, it must ensure that the environment is not abused and must also accommodate as many employment opportunities as possible”.

Affectionately known as ‘Mr Municipality’, Saayman went on to say that in 1986 there were only two small stores in Ballito and he has enjoyed playing a role in its growth.

“The key to success is to build and strengthen relationships between all people, both rich and poor and as long as the municipality commits to this, Ballito could have a very bright future.”

Regardless of what some of the people on here think of Mike's rugby picks, I think I speak on behalf of everyone when I say that this is a very impressive list of achievements, someone who's always put his community and others ahead. Well done, Mike. Good luck on the move.

Does anyone here remember the shrill, squealing hysterics we had to endure when I put up a picture of Moffie some years ago?
I see the same standards don't apply when Moffie is plastering ou Maaik's name and picture all over these boards and being a complete and utter %&$# about it in his inimitable &%$# ish style . . . and those who know me know that I don't use foul language easily . . . but here's the most hypocritical, nasty and vindictive little man trying to score some cheap shots when ou Maaik has given us some honest and well-meaning insight into his history and his not-inconsiderable achievements.
I suspect Moffie is just jealous because no-one is trumpeting anything he's ever achieved, everything we know about Moffie has all come from the self-absorbed and self-aggrandizing old fop himself. There's the difference.
Good luck with the move and your retirement, ou Maaik. I wouldn't worry about Moffie's small-minded and petty attacks on you. I'm quite sure that most fair-minded posters here can appreciate that you've made a real contribution to this country while Moffie simply ran away when the going got tough and the colour of his skin no longer gave him any advantage . . . a point that he made quite clearly to Dave when they met when he confided about how much he hates the vast majority of the non-white South African population.
By the way, I'm not sure how many of you have seem relatively recent pictures of ou Maaik and Moffie but ou Maaik is in much better shape . . . and looks like a much nicer person!
Well done ou Maaik and good luck to you!

Shame RooiAAS you horrible lush, I really bring out your green streak. Here's the difference. You posted a picture of me and doctored it, when  I gave no indication I wanted any of my private details revealed.

The decrepit old Liar Tokkie published a road map so the article written by his buddy could be published on here.
But here's the thing, the picture was part of the article. No need to apologize I know you are so disinclined.
As for my decision to leave, I left in 1973...long before the easy street in South Africa ended. I made a professional decision to leave. But I do find your excuse for not leaving, that your children want to stay quite disgusting. If you never had the courage to go, blaming that on your children is reprehensible.

That's a lovely article, Mike. You will clearly be missed by a great many people and that counts for a great deal.

I wish you luck with your move and hope you are very happy in your new home

As for the photo, I don't really enjoy folk " outing " the identity of others if they wish to remain private. However, it is a lovely pic and you are looking perfectly fine for your age, if I may be so bold, Sir !

What wasn't classy? If you read the other thread that pertains to this,  Liartokkie described the article in a clear case of self promotion. Deddy  found the article as did I, but deddy omitted the accompanying photograph, which I corrected. Obviously Tokkie had no problem with this picture being found as he explicitly approved the posting of the article which contained the photograph.
The fact that he has boobs,no hair and his office or home is over a petrol station is unfortunate but undeniable. But clearly Tokkie has no problem with the look...he directed us there.

Mr Municipality leaves a legacy After many years serving the community, Tokkie Saayman will be leaving Ballito. June 4, 2015 'Mr Municipality' Tokkie Saayman served the Dolphin Coast for more than 20 years.

Retired municipal senior administrator of over 20 years, Tokkie Saayman is ending his long tenure on the North Coast to relocate to the Cape to be closer to his family.

That's the article rereferenced by Tokkie, no solicited by Tokkie in this interchange:

I am rather saddened by my departure.   When the owner and editor of the North Coast Courier heard that I am leaving he sent a reporter to me to write a report on the issue.  His one sentence started - "Affectionately known as 'Mr Municipality' ....". says Liartokkie. Which leads to this interchange:

As stated by referring to the article in the paper I just gave my true feelings about the fact that after reading about my departure - a number of people came to visit me and contacted me about my departure and it saddened me to leave here.  It was even raised in Council by the Speaker - at least that was mentioned to me by one of the Councillors.
I never thought that somebody would google the article and when APD did that and asked if he could put it on this site I could find no reason to ask him not to.
I do not mind the photo either - I am 73 years old and never made a secret of that so what does a 73 year old look like?   What is important is that a person should adjust  his thinking and keep up to date with what is happening and especially so in the game we all love.

Fact is the paper asked me for a photo and I said I had none to provide to them.  When they phoned me again I said I was in Ballito and would go to their office for the relevant purpose.
My house is more than 20 kms away from their office - which is situated next to a petrol station.  So the photo was taken at their office - not at the house I recently sold.

Moz you're trying to justify an unnecessary cheap shot, need I go any further? Morals alone should have stopped you from slandering another persons appearance and rather than acknowledging the good deeds / accomplishments of a fellow poster you try to insult him. You could have even just ignored this post. If you're not man enough to admit you've done wrong then you're of low stock.

I never called Jake White - what you ascribe as being done by me.  I may not like his coaching and that is an opinion.  What I think of players is something that everyone is entitled to do - you too.
You mentioned 2 players - whose performances I have criticized - so that is an opinion as well.  However, what I said about players is mild compared to what you come up with.  The list of players I criticize is relevantly minor to the long list of players you belittle on a constant basis.
Those living in glass houses should not throw stones and the worst thrower of stones in this case is none other than you.

Criticized is one thing....constant lies are another.

Here is an example, you said Matfield only called one lineout on himself and lost that one....in fact he won three lineouts in the game.

Here is another you said Vorster beat de Jongh twice, de Jongh missed no tackles in the game .

Lies are not opinions they are lies.

As for our spat you have called me a liar many times without once being able to prove it.....a dofdoos, a snake etc etc.

I really dont care. But when I look at your image....an image you astonishingly wanted us to see....and I find an out of shape old slob....it's fair game. And unlike you, the camera doesn't lie.

This thread demonstrates very clearly that ou Maaik is a gentleman while Moffie is a jumped up and boorish oaf with absolutely no class or breeding.

Moffie can squirm and squeal all he likes but it's blatantly obvious that he's taking this opportunity for a cheap shot at ou Maaik. Only an idiot (or an obsequious and fawning Gimp) could mistake the tone of Moffie's comments on this thread for anything other than gloating and bullying with a large portion of jealousy . . . all because ou Maaik is a well-respected and dignified member of his community while Moffie is clearly loathed by everyone he ever encounters in real life and is probably despised by his own family.

The hypocrisy stinks to high heaven. Some years ago Moffie was so desperate to prove to posters that he was supposedly this big success in life that he put up photos of his house and cars and the names of the companies he worked for so it was very easy to Google his real name and his picture. The sputtering self-righteous indignation when Moffie's name and picture were put up had to be seen to be believed . . . but it's not a problem for Moffie when the boot is on the other foot.

Disgraceful behaviour from a common, ostentatious and tacky little man who cannot bear the thought of someone else getting the respect and recognition that he craves so much . . . but only ever receives from a handful of arse-licking Servile Gimps on some meaningless message board.

Good work Mike! You look just fine for a man your age, no shame in that. Not that you appear embarrassed or anything. Also, that picture has been stretched and obviously isn't a true representation.
Moz, say your say, but to do the very thing you lambasted others for doing, just makes you look childish. Yes, the photo was on the article, but it was not posted here. You went and made a special effort to look up the article and when you found a picture, you posted it here. What was your intention? Because your own justification "The fact that he has boobs,no hair and his office or home is over a petrol station is unfortunate but undeniable" in this thread, it is obvious you intended the posting to be spiteful!
Moz, in this case you dropped the ball!

Wardad, there is a fairly simple way to get past the censorship software but I don't want to take advantage so I've actually just gone and self-censored myself.

Sorry, I'm not usually foul-mouthed but Moffie brings out the worst in me. My bypass method shouldn't be used to swear and I really only use it to say innocent words like document, gay and Scunthorpe without the dreaded "[removed]" message coming up.

I'm not telling how I do it because it'll be abused . . . and to be honest, I quite like being the only one who can say names like David Pocock, Nick Cummins and Tom Sexton!

    Wow

Talk about a thread turning on it's head

Not exactly how I imagined you Mike, but very well done on what you have done for your country and your fellow man.

Then again, I also didn't exactly imagine Mozart would attack you here like he has here, but he did

I see no issue at all with mozart posting Mike's picture, as it came with the original article which was alluded to earlier, and was extremely easy for anyone to find.

It's the other comments I find very distasteful.

What is so "unfortunate" about having an office over a petrol station?  What if that petrol station was Mike's and it raked in millions every year which he helped the local community with?

What if that petrol station was mine and it had manufactured a fantastic life for my family and had helped me put 3 children through university to get degrees like you did mozart................. Some sensible food for thought

You didn't drop the ball here mozart...................... you dropped the world cup

I love the pro-homosexual advocate using derogatory homosexual slurs. And the cheek to speak of class or gentlemanly conduct, all the while turning yet another thread into a mud-slinging contest. I implore SS to take him back, we don't need him here!

Now to the photo. Is it classless to post a photo that is accessible to billions of human beings? A photo that is attached to the very article being posted? A photo that the subject of the article had no issue with strangers seeing? Obviously not. But he is accused of having other intentions, ridiculous. But what of the snide that used the posting to start another keyboard warrior battle? Nothing.

As for the comments about Mike, I said above that I think he looks perfectly fine for his age....and very smiley indeed. It was a lovely article. The other comments were just very unpleasant and I totally agree with DA. I have never understood the obsession some posters seem to have with what qualifications others have, how they are set financially or where they live. It baffles me.
People are people. And the person in question, Mike, has just had a lovely article written about him.Clearly he is highly thought of by many and has made a difference to a great many people's lives in a very positive way. I think that speaks for itself.
