Rome after that was never really the capital of the empire and in time developed the Roman Catholic religion. The religion practiced Church of the Empire until 1452 was the Greek Orthodox Church of which the Russian Orthodox Church was an off-shoot. The Roman Empire kept the Barbarians out of the Balkans and that as even the case with the Mongols (the Golden Hoard) who terrorized Europe up to about 1476 by Ivan the Terrible of Russia.
To come back to DEMOCRACY - what the Greeks practiced and the monstrosity we have as democracy today was vastly different. Only educated people and merchants participated in Greek political life. There never was mob rule allowed like is often the case at present, .
