Cape Town - The South African Rugby Union (SARU) is reportedly planning a new contract model in an attempt to stop the exodus of players abroad.SARU and the South African provincial unions are battling to keep their players in the country, with big-spending European and Japanese clubs targeting South African talent.A SARU spokesperson on Monday confirmed to SA Rubymag that they have been in contact with the South African Rugby Players Association (SARPA) and the contracted Springboks to outline their plans for 2016.The spokesperson said they were working on a new contracting model which they hope to have finalised by the end of April.SARU is believed to be interested in adopting a central contracting system, similar to what is used in New Zealand.However, the aim is believed to only be targeting the top 40 players in the country.The New Zealand Rugby Union contracts up to 150 professional players from the five New Zealand franchises, but South Africa's pool is likely to focus only on those players who are current or potential future Springboks.Central contracting would give SARU the opportunity of exerting more control over their players, while at present the national body has to negotiate with the unions when it comes to the resting of players.

This should have been introduced years ago and now they're trying to make themselves look as innovative as possible . SARU are a joke, filled with unacknowledged fools that most likely aren't that interested or passionate about the sport.  
Even this plan is going to take a year to be put in place.

If more players get a salary from SARU as well as their unions they could potentially boost their salary. It just depends on how much they get paid by SARU and if the clubs will also play less. 
They say top 40 but that could also include younger players with the potential to be top in the top 40, so it could end up as a list of 60 or so. Some players are going to be annoyed if they dont get contracts, but at least these type of players will be in less demand from overseas teams.
It would also limit game time of players so that Boks are not overplayed- as was the case with Jake White running the Boks into the ground last year. 
If SARU can afford to pay this extra money, what were they doing with it before hand.

Better late than never.
Question is will there be a racial quota for the Top 40 players? 
SARU should form a team similar to the Maori All Blacks. Tour at the same time as the main Bok team but play second tier nations and other top franchise teams. There should be no shortage of business sponsorship looking to prove their BEE compliance and with a little promotion and fanfare it would serve to promote the game amongst the blacks in South Africa (a still severely untapped resource) and prove SARU's intent at the same time. It would also be a great gauge to measure the ability and talent of that kind of team.
Take the political correctness pressure and use it to your advantage.

Well given Bismark and Strauss are 30 I would not contract them but still select them for the Boks if they went and played abroad.

I read an article that said some of the players have professional contracts while they are still in school from around 16 years old. 
Jaques Potgieter is one of those people who have been employed at the Bulls from 16 years old. They have developed him and then in his 2nd season- he has allready left to go overseas. A big investment was put into him from early one, and only he cashed in.
SARU and the unions should somehow make money from a player like this- and they could then use that to paysome else higher to stay. 
Make money selling those that want to leave, and invest more with higher salares  that want to stay.
