Well I think Plum is deliberately telling porkies about Cloudy, without being able to back-up anything, because that is what he perceives Clo udy is doing to him...Either that or they really did communicate off site with the help of a mysterious 3rd party...but that would make Plum a real doos, which he is obviously not. That's the simplest explanation for the set of events.

Hes saying something that he can use to bluff ,he doesnt ever have to provide proof to be able to use it as he can just say " oh Im being merciful " or some such shit .
