....is best illustrated by the Steppie try against England. Their scrummie took two fatal steps before passing, which put his pass exactly on the rhythm of Steppie's run. As Sam Mussabini  said in Chariots: "overstepping, death for the sprinter"...same applies to scrummies.

This issue was discussed previously and when pointe dout that Du Preez is the wors player taking steps before passing - you went quiet on that one.   Do you ever think before coming back with a new item?
When did this way of playing at scrummie started and ballooned?   It started with Meyer as coach of the Bulls - when it was routine to pass at least half the balls back to the forwards.   To make that possible Du Preez in essense had to run a few steps past the forwards to do just that.   
In essense it has to do with Meyers ideas about the passing of balls back to the forwards,   Look at Reinach's  and Lambie's stats for the Engaland and Wales games to ilustrtate where the problem originates.
England Test
Reinach1/0510/29/62511025/20/000/0
Lambie0/0164/4/20000110/10/000/0
Reinach passed the ball 29 times - Lambie handled the ball 10 times.   
The question is - where did the 19 passes go to?   Mostly to the forwards - which is Myer's way to do that. 

Welsh Test
Reinach0/003/50/52113003/00/010/0
Lambie0/069/6/52413022/00/000/0

Reinach passed the ball 50 times - Lambie handled the ball 20 times.   
The question is - where did the 30 passes go to?   Mostly to the forwards - which is Myer's way to do that. 
Summary
Why is this suddenly a Reinach problem and was it in your eyes never a Du Preez problem?   If you go and have a look at the Du Preez stats in the Wales tests in June - you would find the same situation there - only worse percentage-wise.
Is Reinach to blame for this tendency to run a few steps before passing?   I for one do not think so.   This came from the coaching staff as a requirement - and it is very likely that Matfield - the backline attack coach of the Bulls in 2012 and 2013 -in the Springbok environment even added to the problem.   
So please - if you want to find fault with Reinach - go back to the origins of the problem and see also what Du Preez is doing.   He is worse then Reinach - since he is slower than Reinach in both pace and execution.   
The answer obvviously is to get this unhealthy coaching problem corrected - but it will not with the present structures in place.

 F du Preez has the ball on the way to his flyhalf, while Raainach is still making his first step. This is a typical OOm rambling argument, filled with red herrings and irrelevant facts. The indecisiveness of Raainag at the base of the scrum knocks us back.....kills our attack. With Raainag  at scrummie the defenders are two steps closer  to our runners.

 BAAAAAAAAAAAALLLLLLLSSSSSSS.   This si not a red herring - it is and has been a fact of lif with Fourie du Preez since 2005.   This is a typical Mozart argument, filled with a red herring without regard to facts. 
The whole processof play knocks us back - I agree with you - but find the source of the problem - not what you think the problem is.  Get that out of the way and the situation will be corrected.   
Go and watch games Du Preez played in and you would find exactly what he does and see whether it is any better than what Reinach does.  That would help you out of the present quackmire you landed yourself in.

Wrong. Ricky Januarie was the big "stepper". When Jake took over it was always a coin toss between Januarie and FDP, who have also been Jake's two U/21 WC winning scrum halves. It was eventually Januarie's stepping that made him take second place behind FDP. Even though PDV tried his best at punting Januarie as the "special one" (LOL), even he had to eventually concede and stick with FDP. Remember PDV's "mechanic" remark?

Players play according to instructions from the coaching staff - or they would not last long.   There is no way that Du Preez does not take steps nebefore passing the ball - he was the great "back-to-the-forwards scrummie over the past decade.   
That has rubbed off onto Reinach as well - basically playing according to the instructions of the coaching staff.   Du Preez was the worst stpeer at scrumhalf I have seen for a long time.    Problem is he is getting slower with age.   I can remember making serious remarks about Hougaard in 2012 on the same score and similar remarks about Du Preez - especially in the Ellis Park test last year.  
In the June tests it was a constant.   For Mozart too say he is not - is a real skyscrper. 
Al the scrummies slow in getting he ball to the backline is at fault - but the unfortuunate part is that it happens with all SA top scrummies - and both Du Preez and Pienaar are  guilty of it - even more so than Renach.   The worst stepper remains Hougaard though - that is if he can get the ball in hand behins scrums and mauls.

Is is clear from all evidence that the idea to carry the ball a few steps before passing it was not really evident in Reinach in the past.   It became very evident in the games he played for the Springboks - so where did the change originate?

I checked the Sharks games and the number of balls paased by Reinach correclate closely with the number of ball handles by the flyhalfs - so why does it not happen for the Springboks - doffies?   
Because that is the way the coach wants it to e done in the Springbok team. 
Remember how the coaching comonent of teh Springboks are amde up:-
*   Backline coach - Bulls backline coach*   Backline attacking cach - Matfield was that when in the Bulls coaching set-up
So what else can you accept from the above?   The Bulls playing syle would be followed and the Bulls playing style is as described by me - so Reinach has to comply.

The stats do not reflect the number of steps taken before the pass is made and that negates your entire argument about Reinach's passing. 
In addition, Matfield was not the Bulls' back line attacking coach. He was the attacking coach. There is a subtle, yet important, difference. In addition, the Bulls did actually quite well I'm 2013, when Matfield was the attacking coach, or have you forgotten?
BTW, what is your feeling about Carter replacing Se.xton at Racing Metro?
