I cannot remember the name of the city in Siberia but the local Mayor had to be selected from a list of 6 candidates - so the local payer ran an opinion poll and listed the 6 candidates - but added a cat as a possible 7th candidate.  The cat got 90%   pf  the votes.     

Purrfect result ..... mayor in the movie was nogal a skelmgat .
