IQ only gets raised by generation and can't be greatly improved with education alone. 

I was in Tanzania when an old guy was trying to get funding to print a children's English book that was banned after independence because it was not high level enough. However, for 40 years their education has gone backwards and this old man loved this book and felt it help him to bridge between his native language that of English. So he wants it back. 

It is the same mentality or inferiority complex that the ANC has. Remember the Bantu education system. Apparently it was really poor, but from that came Mandela which bridge the gap. 

So it wasn't all about suppression but trying to gradually improve their lives. 

In the 80's I use to go with my mom into the townships where they had offices. It would be right in the heart, they would build proper homes, schools and clinics to help transform form within. However, there was only so much that could be built before the riots and the likes on Winnie went out to burn it down. 

Instead, people were put into cardboard housing, got an electrical point and some lights, but no plan or nothing to enable them to build their own homes, to source their own materials and understand how to implement civil works. That is why it is called civil services.

Yet, they deploy their cadres into municipalities to strip it with their tenders and hardly or if any delivery "services"

Considering the Apartheid era as gone while people who lived through it are still alive is one of the favourite lack of arguments.

Usually, it takes several generations for the memory to fade away and that is if the memory is not upkept.

Demands to turn the page immediately is one that is common amongst criminals. Criminals act in a way that wrongs people and come the following day urging to forget and forgive.
